Measure Requirements
- Install R-19 batt insulation on top of existing insulation.
- Existing R-Value cannot exceed R-19.
- Any type of insulation is eligible for the measure so long as it meets the measure case R-value.

- Heat pumps provide all-season, efficient heating and cooling by moving heat, rather than generating it, to help lower heating and cooling costs.
- According to Energy.gov, today’s efficient systems can lower your cooling costs by 20–40% compared with central air conditioners from 10 years ago.

Duct Sealing
Measure Requirements
- Pre duct sealing work initiation, the duct system must be tested for leakage % and recorded.
- Post duct sealing work installation, the duct system must be tested for leakage % and recorded.
- Duct sealing incentives require 12% reduction in duct leakage when comparing pre and post test results.
- The existing leakage rate must be 24% or greater
- The maximum final leakage rate must not exceed 12%
- Dwelling must have a central AC and gas furnace, a heat pump, or no cooling and a gas furnace

- Heat pump must be 16 SEER2 and 8.0 HSPF2 and 13.3 EER/12.6 EER2 or higher to qualify (equipment must be AHRI rated).
- Heat Pump must have a cooling capacity greater than or equal to 18,000 Btuh and less than 65,000 Btuh
- Heat Pump must replace existing air source heat pump (SEER 13 or less and HSPF 7.7 or less)
- In order to qualify for fuel substitution/electrification incentives, the previous equipment heat source must be natural gas.

Ductless Mini-Split Heat Pump
Measure Requirements
- Ductless heat pump must be 16 SEER2 and 8.1 HSPF2 or higher to qualify (equipment must be AHRI rated).
- Ductless heat pump must replace existing natural gas wall furnace (AFUE 67% or less) and window AC (SEER 17 or less and EER 11 or less)
- Cooling capacity of the installed equipment must be less than 65,000 btu/hr
- Existing equipment must be removed and disposed rather than refurbished and sold.
- Gas lines must be capped and photo provided
- For cases where existing equipment was a wall furnace and a window ac: see attached screenshot from the measure checklist
- If the base/existing equipment was a wall furnace only: the equipment must be fully decommissioned and disposed of.
- The following is acceptable for validation:
- Contractor/Implementer/Customer Attestation: Confirms the attestation states the method of disposal for the base unit
- If the base/existing equipment was a window AC and wall furnace: the equipment must fully decommissioned and disposed of. Also, the refrigerant must be handled in accordance with all state and local regulations, including but not limited to EPA regulations (40 CFR Part 82, Subpart F) under Section 608 of the Clear Air Act.
- The following is acceptable for validation:

Split Air Conditioner
Measure Requirements
- Central air conditioner must be 16 SEER2 and 12.6 EER2 or higher (equipment must be AHRI rated) with a cooling capacity greater than or equal to 18,000 Btuh and less than 65,000 Btuh.
- Any equipment manufactured on or after 1/1/23 must adhere to SEER2/HSPF2 ratings
- Central air conditioner must replace an existing central air conditioner (SEER 13 or less and EER 11 or less)
- Efficiency qualifications are based on the combined equipment efficiency rating as determined by the Air Conditioning Heating & Refrigeration Institute. System components consist of an outdoor condensing unit, an indoor coil unit, and in some cases an air handler/furnace. Eligibility is determined by efficiency of combined components as applicable. For example, a condenser may have an "up to 15 SEER" rating, but when matched with a coil and furnace, the system may only reach 14.5 1 as determined by AHRI.
